Missile Plant Strike in Rostov Oblast, Zelensky Says, Costs $70 Million

Ukraine struck the Kamensky Plant in Rostov Oblast on Nov. 1, hitting a Russian defense industry site involved in missile production and, Volodymyr Zelensky said, inflicting an estimated $70 million in damage. He said the attack also hit a Pantsir-S2 system and a command and control vehicle tied to the S-400 Triumph system.

The strike matters because the plant sits some 15 kilometers from the border with Ukraine and produces solid rocket propellant used in Russian rockets, missiles and aircraft weapons. That makes it part of the machinery behind attacks Ukraine has spent months trying to blunt, even as Russia keeps targeting Ukraine's energy grid and civilian sites ahead of winter.

The General Staff reported an attack on the factory the previous day, saying drones and Neptune cruise missiles were used. Zelensky later posted that Ukraine's long-range strikes had reached the Rostov region and that the Kamensky Plant had been hit. The sequence suggests a coordinated effort to damage not just one factory but the air defenses meant to protect it.

That is the contradiction now running through the war. Ukraine says it is degrading the production and protection of Russian missile assets, while Russia continues to strike infrastructure across at least four regions overnight and keep pressure on Ukraine's power system. On the same day Zelensky described the attack, a Russian drone strike in Vinnytsia Oblast killed two people, including a 13-year-old girl, a reminder that the fight over missiles is still being measured in lives as much as in machines.

What is still unclear is how much of the reported damage will affect Russian operations. A factory can be repaired, but a strike that reaches missile production and air-defense equipment forces Russia to spend time, money and capacity on replacement rather than on the next launch. That is the point of these attacks, and it is why the Kamensky Plant matters beyond one day in Rostov Oblast.
