Elon Musk Starlink Ukraine Limits ease after SpaceX throttling admitted

Elon Musk said Saturday that SpaceX had throttled Starlink in Ukraine last week, and Volodymyr Zelenskyy said by morning the service was back at the speeds Ukraine needed. The reversal mattered because the slowdown had left front-line units dealing with more than a week of disrupted drone work, logistics and communications.

Musk said on X that using Starlink, a civilian commercial service, for offensive drone strikes to kill people had never been allowed. He said Ukraine military had violated Starlink terms of service and that SpaceX closed the loophole last week. That is the explanation Musk gave for the limits, but it does not erase the practical effect on the ground, where commanders reported lost drones and missions that no longer went as planned.

Zelenskyy said restoration began overnight and was sufficient by Saturday morning, adding that the speeds were now where they needed to be. Defense Minister Yevhenii Khmara said the outcome mattered “for our front, for the military, the work of drones, logistics and communications.”

The dispute is not only about speed. Musk said the U.S. government controlled whatever changes happened with Starshield, the military-grade version of the service that has become central to Ukraine’s drone operations and communications. Restrictions imposed last week on Starshield alarmed Ukrainian military and government officials, and commanders said the impact reached frontline operations. Musk’s account points to a service provider policing how its network is used; Ukraine’s account points to a battlefield tool being turned down at the moment it was most needed.

Ukraine has relied on Starlink for years to counter Russia’s attacks since the Russian full-scale invasion of Ukraine began in February 2022. The episode comes as Washington is pressing for three-way negotiations to end the war, and it leaves one question hanging over the next phase: who, exactly, is driving the Starshield limits when the front is still depending on the network every day?
