Genaro Lopez was extradited to San Diego on Monday to face federal charges in a cross-border smuggling case built around an alleged drug tunnel from Tijuana to Otay Mesa. The 54-year-old pleaded not guilty and was held without bond after appearing in court.
The case turns on a tunnel investigators say ran 1,744 feet from a point 61 feet below ground, with reinforced walls, a rail system, electricity and ventilation. Prosecutors say the route was used to move drugs across the border and that Lopez was, in the words of the U.S. Attorney's Office, “a powerful drug trafficker operating on both sides of the border.”
The extradition gives the government its latest chance to press a case that has been building for years. Investigators said they discovered the tunnel in 2022 while watching a stash house Lopez allegedly operated out of National City, after finding drugs, guns and cash in another stash house tied to him in Chula Vista in 2021. By then, prosecutors said, Lopez had fled to Mexico before the search.
That is where the case gets harder to read. Lopez was not present when the Chula Vista search turned up the evidence, and the filing does not spell out how prosecutors will connect him directly to the tunnel beyond the alleged network of stash houses and the surveillance that led investigators to it. He was arrested in Mexico in March, brought back this week, and is now facing a federal fight that will turn on whether the government can prove more than proximity to the operation.
What comes next is the part the public record has not filled in: the specific charges still were not detailed, and no next court date was given. For now, Lopez remains in custody without bond, and the case will test whether investigators can turn a sprawling smuggling corridor and a trail of seized drugs, guns and cash into a direct criminal case against one man.
