Canela declared Situação de Emergência, Nível II, on Saturday after a hailstorm and strong winds damaged parts of the municipality, with the emergency order signed by Gilberto Cezar. The decree takes effect immediately and gives the city 180 days to keep mobilizing its response, with the option to extend it if the exceptional conditions do not ease.
The declaration came after a storm that struck from Friday night and left damage concentrated in homes hit by hail and wind. That is why people searching for weather tomorrow are seeing more than a forecast concern: the city has already shifted into emergency mode, while teams continue to assess what the storm did and what may still be coming.
Under the decree, all municipal departments are placed under the coordination of the Coordenadoria Municipal de Proteção e Defesa Civil, which can also seek support from the Defesa Civil do Estado do Rio Grande do Sul and the Secretaria Nacional de Proteção e Defesa Civil. The municipality may request roofing materials such as tiles and tarps, along with other construction supplies needed once the damage survey defines what was lost.
The measure also allows the use of emergency purchasing rules under Lei Federal nº 14.133/2021 for goods, works and services needed to deal with the situation. That matters because the damage count is not finished yet. The Defesa Civil Municipal and the Secretaria Municipal de Assistência Social are still working on the list of affected families and properties, with support from the Corpo de Bombeiros de Canela and the Defesa Civil de Gramado.
What makes the decree more than a record of damage is the fact that it also rests on a forecast of renewed instability, with more heavy rain, wind gusts and hail still possible. In other words, Canela moved to emergency status not only because the storm had already hit, but because the weather threat had not fully passed. The next step is the same one that will decide how much aid the city needs: finishing the survey of homes and families and turning the damage count into material support.
