Serbia warns Vučić against Montenegro trip over high security risk

Serbia’s Security and Intelligence Agency has warned President not to travel to Montenegro for the EU-Western Balkans Summit, saying it has identified a high security risk. The warning came on Wednesday, just after a charter flight from Belgrade carrying 87 passengers was turned back from Tivat to Serbia.

The timing matters because Vučić was expected in Tivat on 5 June for a summit that will bring together heads of state and government from the region. said he would go anyway because of what she described as his duty to Serbia, even though the agency said its assessment pointed to a risk serious enough to keep him away.

The agency added that, according to its operational intelligence, , the leader of the , is currently in Montenegro. It also said the security assessment it had repeatedly requested from the host country’s service in Montenegro had not been provided, a complaint that sharpened the unease around a meeting meant to project regional calm and cooperation. The concern deepened after and the judged the charter flight from Belgrade to be a security risk and sent it back.

Montenegro’s foreign ministry pushed back on that picture in a post on X, saying it would do everything to receive its friends, allies, and partners at the highest level and ensure the summit’s successful and dignified holding. It added that, as a responsible and credible NATO member, Montenegro guarantees all guests a safe, secure, and pleasant stay, and said its priority is that no extraneous circumstance overshadows the summit’s success.

That leaves Vučić with a choice that is more than ceremonial. If he travels, he would be arriving under a public security warning from his own state agency; if he stays away, the absence of Serbia’s president would hang over a summit built to show regional coordination. Either way, the next fixed date now carries the story: the EU-Western Balkans Summit in Tivat on 5 June.
