Flojaune "Flo" Cofer and Sacramento City Councilmember Eric Guerra are heading to a November 3, 2026 runoff for Sacramento County's District 1 supervisor seat. The winner will replace Phil Serna on the Sacramento County Board of Supervisors.
That runoff is why people are looking for Placer County election results now, even though the race is in Sacramento County: the contest is still unresolved and the seat is open. District 1 covers much of the city of Sacramento, and the five-member board oversees county services, including public health and social services.
Cofer entered the runoff after leading the June primary with 46% of the vote. Guerra finished second with 29% in the four-person race, but no candidate cleared a majority, so the top two moved on. Those percentages show how close the contest was without deciding it outright: Cofer led, but not by enough to avoid a second round.
Cofer, an epidemiologist, ran on keeping people housed, protecting access to healthcare and creating clean-energy jobs. She was also the runner-up in Sacramento's 2024 mayoral election against Kevin McCarty. Guerra, first elected to the Sacramento City Council in 2015, has campaigned on affordable housing and on addressing homelessness by converting encampment sites into housing and expanding shelter capacity, while also pointing to his work on public safety, including efforts to crack down on human trafficking.
Serna is leaving after 16 years on the board and did not seek a fifth term, which opened the seat and set up the runoff. The result on Tuesday will decide not just who takes the office, but which version of the county's priorities reaches the board room first.
