The Atlanta Falcons' official depth chart has a new look, and it puts Tua Tagovailoa at the top while leaving Michael Penix Jr. off the active quarterback group. Tagovailoa is listed as the starter, Cooper Rush is the backup and Jack Strand is the third-string option.

That matters now because the depth chart is the clearest public snapshot of the quarterback order before Week 1, and the search for who is actually leading the job is already underway. From the outside, it can look like a competition. From the inside, it is not one yet.

Penix is still practicing, but he has not taken part in 11-on-11 drills. He also is not on the physically unable to perform list after last year's ACL injury, which leaves him in a middle ground that explains why he can work on the field without being ready for the full competitive part of camp. That is the detail that keeps him close enough to watch but not close enough to challenge.

The deeper reason the chart tilts this way is simple math: the current regime has no attachment to Penix because Coach Kevin Stefanski, G.M. Ian Cunningham and president of football Matt Ryan were not there when the eighth overall pick was used to acquire him. In that setting, a healthy quarterback who is already listed first has a clean path, while a player still working back from injury has to earn each step back into the picture.

For now, Tagovailoa is the best healthy one, and that is usually enough to hold a job into Week 1. Penix will need to clear the next barrier first by getting into 11-on-11 drills; until that happens, the depth chart reads less like a battle and more like a status report on who can play today.
