Mark Harmon is not giving up the line that sent NCIS fans hunting for an answer for years. In a 2019 interview, he refused to say what Gibbs whispered to Ziva David in a Season 7 scene, leaving the moment exactly where it has always lived: in the gap between what viewers saw and what they never heard.
