Speaker Mike Johnson said this week that the House does not have the votes to move forward with the Trump-style mail voting crackdown Donald Trump wants added to the SAVE America Act. The admission marks a real roadblock for the version Trump has made a top priority in Congress.

Trump told reporters in the Oval Office this week that a no mail ballots provision was maybe the most important of all, because it’s so corrupt, and he said he would allow strong exceptions for military members and a few other limited cases.
The bill Johnson is working with is the older House version of the SAVE America Act. It narrowly passed the House in February and centers on proof-of-citizenship requirements while otherwise leaving states to run their elections as they see fit. The Trump-backed rewrite is much broader. It adds a mail voting crackdown, a blanket prohibition on transgender people playing women’s sports, and a ban on gender-affirming surgeries for minors.
Johnson tried to put a ceiling on the fight. He said, “I’m going to do everything I can with the vote tallies that we have,” and added that “the mail-in ballot, he’s acknowledged, is a very difficult thing to regulate at the federal level, because different states do it differently.” That is the line Republicans are running into now: Trump wants the harder version, but Johnson says the numbers are not there.
Mark Amodei made the case for a narrower approach. He said absentee ballots are not a bad thing historically as long as there is some kind of structure on it, and argued, “Just have some commonsensical safeguards for when it has to be postmarked by.” He also said, “It says mail-in voting in and of itself is not evil. … There ought to be some mechanism for you to do that.”
The split matters because Trump has called the SAVE America Act his No. 1 priority, yet the version he wants has never passed the House. The Supreme Court last week also struck down his attempt to regulate mail voting by executive order, including his effort to restrict counting ballots postmarked by Election Day but arriving later. That leaves House leaders using the narrower bill while Trump presses for a broader rewrite they cannot yet deliver.
Julie Fedorchak remains an outspoken supporter of the bill and has introduced a separate measure that could let Republicans fold parts of the elections overhaul into a party-line budget reconciliation bill. For now, though, the practical answer is the same one Johnson gave this week: the House does not have the votes for the crackdown Trump is demanding.
