More than 2 million veterans now hold the Department of Veterans Affairs' highest disability rating, a milestone reached after the number of 100% ratings more than doubled in five years. The total is up 122% from about 941,000 in June 2021.

The surge matters now because the latest VA budget records capture the sharpest recent climb, and they show how much of the increase has come from veterans already on the compensation rolls. The Department of Veterans Affairs raised veterans' combined disability ratings to 100% more than 625,000 times between 2023 and 2025, including about 250,000 times in 2025 alone.

That growth was not driven only by first-time claimants arriving at the top rating. Between fiscal 2023 and 2025, the VA recorded roughly three rating increases to 100% for every first-time compensation recipient who entered the system with that rating. In 2025, 255,751 veterans already receiving disability compensation saw their ratings rise to 100%, while 202,086 veterans entered the rolls with a 100% combined rating over the same three fiscal years.

The clearest path upward was from 90% to 100%. Nearly half of the veterans whose ratings rose to 100% in 2025, or 118,699 people, moved up from 90%. That was higher than the 94,280 who made that jump in 2024 and the 67,837 who did so in 2023. Those numbers point to a system where many veterans are already close to the maximum benefit level before one more rating adjustment pushes them over the line.

But the annual figures do not add up neatly into a count of unique people affected. A veteran who moved up in one year is part of the same population being tracked in the next, so the year-by-year totals show the pace of change, not a simple head count of distinct veterans. Even so, the direction is unmistakable: the VA's compensation system is producing far more 100% ratings than it did just a few years ago.

The VA did not respond to requests for comment, leaving the cause of the surge unresolved. What the budget records do make plain is that the 100% rating has become far more common for veterans already in the disability system, and that gap between what changed and why it changed is still the central unanswered question.
