Dte Outage Map shows Edouard flood risk across eastern Texas

Tropical Storm Edouard was already falling apart by Wednesday morning, but its rain was still punishing eastern Texas. The short-lived storm made landfall near Johnson Bayou, Texas, at 2:20 p.m. CDT on Tuesday with top sustained winds estimated at 60 mph, then kept dumping water inland until flash flood emergencies were posted in Hardin and Tyler counties.

That is why the Dte Outage Map search is showing up now: people want to know where the worst impacts are, and the storm’s biggest threat is no longer wind. Edouard had drifted northward as a depression by midday Wednesday with top sustained winds of 35 mph, while the National Weather Service Weather Prediction Center warned of flash flooding from roughly Houston and Beaumont-Port Arthur to Dallas-Fort Worth.

By early Wednesday, the numbers were already eye-catching. CoCoRaHS reported nine inches near Woodville, 7.97 inches near Livingston and 6.99 inches near Beaumont in the previous 24 hours. Doppler radar estimates in parts of Tyler and Hardin counties ranged from five to 20 inches, and by midday some rainfall estimates were approaching 30 inches. In Hardin and Tyler counties, 15 to 28 inches of rain had fallen, enough to turn roads and low-lying areas into a local emergency.

The scale of the flooding was especially striking because the storm itself was brief. The National Hurricane Center had already stopped advisories on Edouard, and no major wind-related or storm surge destruction was reported. Yet around dawn, Kountze, Village Mills and Honey Island were placed in a flash flood emergency, showing how a weakening tropical system can still do its worst work long after the strongest winds are gone.

There is still one question the rainfall figures do not answer: what happened on the ground in the hardest-hit places once the water rose. The storm maintained tropical cyclone structure farther inland than expected, helped by strong inflow from the warm, humid Gulf of Mexico, and that is why a short-lived system ended up behaving less like a wind event and more like a flood disaster. With Edouard drifting northward and no other tropical systems showing signs of development in the Atlantic through September 9, the immediate danger was the water already on the ground.
