Klint Kubiak made the call before the first practice even began: Kirk Cousins will open training camp as the Raiders’ starting quarterback. The coach said Cousins is the guy, will get a ton of reps and deserves them after playing really good football.
That matters now because the Raiders are not waiting for Week 1 to sort out their quarterback order. They signed Cousins to start, and on Tuesday Kubiak said the plan was unchanged as practice begins. The first public test of that plan comes tomorrow, when Cousins is set to take the first snaps and the rest of the room is asked to work from there.
The timing also puts Fernando Mendoza and Aidan O’Connell in a clear lane. Kubiak said he wants both quarterbacks to push Cousins, but he also said Mendoza may not get an early chance to pass him. For a player the Raiders want to develop, that means the job is not about winning a title battle in one day. It is about earning more work by handling what the staff puts on his plate.
Kubiak said the Raiders have loaded Mendoza up this offseason and want to see how he handles adversity as practices pile up. The coach pointed to the details that matter most for a young quarterback: whether he makes the same mistake twice, how fast he corrects it and what his attitude looks like after a bad rep. That is the benchmark in camp, and it is narrower than a depth-chart headline. Mendoza does not need to look perfect. He needs to show the staff that one error does not turn into two.
There is a reason Cousins remains in front. Kubiak said his leadership, veteran presence and spring work were excellent, and he added that the team brought him in to play really good football. The mentorship piece comes with the job, but it is not the main job. The Raiders want production first, and the rest of the room is being measured against that standard.
The next checkpoint arrives quickly. The Raiders are scheduled to face the Cardinals in their first preseason game on Thursday, Aug. 13, and then Miami in Week 1 on Sept. 13. If Mendoza is going to close the gap, those dates will show whether the work in practice is turning into something more than a backup role behind Cousins.
