FIFA has cleared Folarin Balogun to play for the USA against Belgium in the World Cup round of 16 match in Seattle on Monday, reversing the effect of the one-game suspension that followed his controversial red card. The decision keeps the USA's leading scorer available at the exact moment knockout-stage margins get smallest.
Balogun arrived at the match with three goals at this World Cup, including the game-winner in the USA's round of 32 victory over Bosnia and Herzegovina. Later in that same match, he was shown a red card that initially triggered an automatic ban, but FIFA has now decided to let him play anyway under its disciplinary process.
The reason sits inside FIFA's own rules. Chapter 4, Article 27 of the FIFA Disciplinary Code says the judicial body may fully or partly suspend the implementation of a disciplinary measure. It also says a suspended sanction can be revoked if the player benefiting from it commits another infringement of a similar nature and gravity during the probationary period. In other words, the suspension existed, but FIFA had the power to hold it back before it took effect.
The controversy came from how the incident was handled in real time. The play should not have been flagged to Brazilian referee Raphael Claus by the video assistant under FIFA's own protocols, yet the video assistant asked Claus to review it on the monitor after a slow-motion replay. Balogun was not cautioned on the field before the red card followed, and the U.S. Soccer Federation had no recourse to appeal it under FIFA rules.
That is why the ruling matters now and not later. On Sunday, sources confirmed Balogun would be eligible, and by Monday the USA was set to go into a World Cup round of 16 match with its top scorer still in uniform. FIFA has not explained the logic in public beyond the authority built into its code, but the outcome is plain enough: the card no longer keeps Balogun out, and the USA keeps its best scoring threat for Belgium in Seattle.
