Plymouth Highways reported the crash on the B3416 Plymouth Road eastbound near Woodford Avenue at 2.44pm, and an ambulance attended the scene.
National Highways said drivers were facing a 40-minute delay after the collision, while Inrix reported queues stretching from the A38 Marsh Mills Roundabout to Woodford Avenue.
The crash happened on the eastbound carriageway of Plymouth Road, where traffic monitoring showed congestion building on surrounding roads soon after the incident was reported.
